The Order of Skanderbeg was instituted in 1925 by the president and later king of Albania, Ahmet Zogu as an Order of Merit of Albanian Republic. Named for Skanderbeg, the national hero of the Albanian people, the order came in four grades. When Italy occupied the Kingdom of Albania in 1939, Italian King Victor Emanuel III took the title of “King of Albania”, in addition to his Italian titles and “Emperor of Ethiopia”. From that date, the already existing order of Skanderbeg was slightly modified from the pattern awarded in King Zog’s time, adding the Savoy’s motto “FERT”, the fasces, etc.. The motto of the Royal House of Italy, the House of Savoy, is Fides Est Regni Tutela (Latin: “Faith is the protector of [our] Kingdom”). The Order of Skanderbeg was awarded sparingly by King Victor Emanuel III until Italy left the Axis in September 1943 and Germans troops occupied Albania. The Albanian royal family still maintains the Order of Skanderbeg, which has only been awarded to a select number of people since the fall of the Albanian monarchy in 1939.
